The answer to this question is no. As an electrician myself,  the only one way for anyone to save on electricity and that is not to use it. Any device that claims it can reduce electricity usage is simply selling you a lie. Moreover, some users have also complained that the device does absolutely nothing to save energy.

The first law of thermal dynamics states that energy can neither be created or destroyed. A 100 Watt light bulb (not an LED ) will consume 100 Watts of electricity. Although it does not give off 100 Watts of light it gives off heat that when added up yields 100 Watts. A 1 horsepower motor requires 746 Watts although some motors are not as efficient as others 746 watts is a good value to use. If you are not using 746 watts you do not have one horsepower. So if the device attached is claimed to save 50% then it would break the first “law”. Note that a “law” in physics can be proven. Conversely a device cannot break a “law” if it could then that law would never exist as a law. Another law is the laws regarding gravity if gravity changed then we would never be able to send a spacecraft to say Mars and land orbit it or even land it on Mars.
